Jared R. Akins, PMP

Project Controls Professional

Jared has approximately nine years of experience in the engineering, procurement and construction (EPC) industry; specifically, in the fields of project controls and quality management.  His project controls experience includes both cost control and planning and scheduling, as well as, change management and estimating.  In addition to his diverse project controls experience, Jared has worked in multiple sectors including government, power, heavy industrial and oil, gas and chemicals.  Of his nine years in the industry, approximately seven years were field based assignments were he gained firsthand knowledge and experience in construction processes.  To further his personal development, Jared has a Project Management Professional (PMP) certification and is a Safety Trained Supervisor (STS).  In the near future, Jared hopes to pursue a Master of Business Administration (MBA).

Experience

Jared provides onsite project controls support for RMF Nooter and the BP-Husky Toledo Refinery where he is a Turnaround (TAR) Scheduler for the 2016 Toledo Integrated Unit (TIU) shutdown.  The 2016 TIU is a mega TAR due to the small footprint of the refinery and the vast amount of resources required to complete the work scope.  In the position, Jared is responsible for building and maintaining the Level IV TAR schedule, which consists of over thirty five individual P6 projects and approximately forty thousand schedule activities.  Jared is also responsible for daily schedule updates, change management and supporting the client work permitting process, called Control of Work (CoW).

Prior to joining RMF Nooter, Jared previously worked with URS Corporation for approximately eight years, where he also worked in project controls roles, as well as, quality management.  Most recently for URS, Jared worked on the Dakota Gasification Company’s (DGC) Urea Project in Beulah, ND as the Lead Planner/Scheduler.  For this fast track brownfield project, piping consisted of approximately fifty percent of the work scope; meaning proper planning was essential.  In this role, Jared led Interactive Planning Workshops (IPWs) with craft supervisors to develop a Level III construction schedule using the Critical Path Method (CPM).  In addition to schedule development, Jared supported the weekly onsite quantity tracking and earned value reporting.

Preceding his assignment to Beulah, ND, Jared worked in Anchorage, AK as a Project Controls Analyst on the ConocoPhillips Alaska Inc. (CPAI) Program; which consisted of engineering and procurement projects under a multiyear Master Service Agreement (MSA).  For this MSA, Jared maintained approximately twenty different projects in either a cost control or planner/scheduler role and was very heavily involved with change management.  Jared used PRISM G2 here as the cost control database, as well as, other client specific programs like Project Change Request (PCR).  Also, while assigned in Anchorage, Jared supported an Alyeska Pipeline Service Company MSA in a role similar to his CPAI MSA responsibilities.

Before his transfer to Anchorage, AK, Jared worked at the BP-Husky Toledo Refinery as a Project Controls Analyst for a confidential refinery upgrade.  During this assignment, Jared was responsible for building and maintaining the Level III project schedule, tracking field installed quantities and earned value/cost reporting on both the fixed fee and cost plus contracts.

Prior to his return to project controls, Jared spent over three years as a field Quality Assurance Representative (QAR) on a confidential program.  In this role, he performed a field engineering and quality control role in addition to his quality assurance responsibilities due to personnel shortages and client requirements.  Jared also was heavily involved in training of contractor Quality Control Managers (QCMs) for compliance with the contract requirements.

Upon graduation from Texas A&M University, Jared took a field assignment in Bloomsdale, MO where he performed the responsibilities of a cost control analyst.  On this one-billion-dollar mega greenfield project, Jared was responsible for project forecasting and monthly reporting requirements in addition to his assignment as a Cost Account Manager (CAM) for three of the project’s largest subcontractors totaling approximately one hundred million dollars.
